The law clearly reads (see link below to the IRS website for the legal details and terminology) that the qualifying products primary function needs to be specifically designed and manufactured for insulating purposes. Shutters primary function is not to insulate or reduce heat gain or loss. Although Shutters are one of the most energy efficient window coverings you can purchase it is not the primary function of the product. Therefore it does not meet the IRS New Energy Tax Credit Act requirements. Submitting a non qualifying certificate is a $1000 fine to the issuing supplier per certificate.
